The question before us is whether the district court has jurisdiction over a declaratory judgment action brought by a deputy sheriff against the Wichita County Commissioners Court. The declaratory judgment action concerns the effect of a minimum salary proposal approved by the voters of Wichita County. We affirm the trial courts denial of the Commissioners Courts plea to the jurisdiction.
